How authoritarians weaponize funding—and how we push back
The Trump regime won’t always come with tanks. Sometimes they come with spreadsheets.
One of the oldest tools in the authoritarian toolbox is economic coercion. The Trump regime doesn’t need to declare martial law or stage a coup to punish dissenting states. It just threatens their lifelines by cutting off federal funds until they fall in line.
This week, the target was immigration.
Twenty Democratic-led states were told they could lose billions in federal transportation funding if they didn’t comply with federal demands to aid ICE. That’s not governance. That’s extortion.

This wasn’t a rogue agency. It was a coordinated move from the top, using federal leverage to force states to act as enforcers of a xenophobic agenda.
The Trump regime has done this before. And it won’t stop here.
In 2020, sanctuary cities were threatened with the loss of DOJ grants.
In 2023, public universities that supported trans students were warned their research funding was “under review.”
In 2025, it’s highway dollars on the chopping block.
These attacks follow a pattern:
Refuse obedience → Lose funding → Get blamed for the fallout.
The playbook is clear:
Isolate the target.
Cut off resources.
Force public pressure to break them.
Make an example.
It’s not just about immigration or education. It’s about who holds power and how far they’ll go to hold onto it.
But here’s the thing: This tactic only works when people don’t fight back.
In 2020, a coalition of sanctuary cities sued—and won.
In 2023, student protests stopped several funding threats cold.
And this week, a federal judge blocked the transportation funding cutoff. That win didn’t come from silence. It came from scrutiny.
So what do we do?

⦿ Demand that Congress protect states from retaliatory defunding through legislation.
⦿ Support watchdog and legal orgs who challenge these abuses in court.
Authoritarianism thrives in the shadows of bureaucracy. It hides behind spreadsheets and budgets and “policy realignments.” But that doesn’t make it any less dangerous.
If the Trump regime can cut the lifeline for immigration, they can cut it for anything: education, housing, healthcare, climate action.
