Tactic: Use “Emergency Powers” to Bypass Democracy
We’re skipping chants this week—not because there’s nothing to protest, but because some tactics need more than a slogan. Also we want to focus on chants for the June 14 protest. So look for that in the future.
Starting today, Mondays will feature Know the Playbook—a weekly breakdown of one authoritarian tactic and how it fits into the larger pattern. The goal: help you recognize the moves, name them out loud, and take action while it still counts.
Because resistance needs clarity.
The Move:
Trump declared a “national energy emergency” to fast-track new energy projects. Sounds urgent, right? They claim it's about fixing a blackout, but the real aim is to bypass Congress, silence environmental review, and ignore public input. PBS Wisconsin
Why It Matters:
Authoritarians love the word “emergency.” It lets them concentrate power without checks. Today it’s energy. Tomorrow, immigration, public health, elections. Each time, they move faster. Each time, we lose more ground.
They are claiming a crisis so they can break the rules.
The Pattern:
🛑 1. Invent or exaggerate a threat
Authoritarian leaders often frame ordinary challenges—like a slow permitting process or fluctuating gas prices—as catastrophic emergencies. The goal is to make people afraid. Fear shifts the public mindset from deliberation to desperation. And desperate people are easier to control.
In this case, Trump framed domestic energy production as a “national emergency,” even though the grid wasn’t failing and no credible threat had been declared. This manufactured crisis laid the groundwork for unilateral action.
🛑 2. Declare emergency powers
Once the threat is invented or amplified, the next move is to declare emergency powers. This allows the executive branch to sidestep the legislative process and existing regulatory safeguards. The word “emergency” becomes a key that unlocks sweeping authority—often without clear time limits or oversight.
Trump used this tactic to override environmental review procedures, bypass public comment, and fast-track fossil fuel projects. Under the guise of urgency, normal democratic process gets erased.
🛑 3. Suspend oversight
With emergency powers in place, the next step is eliminating checks and balances. Agencies like the EPA or public commissions are sidelined. Governors and state legislatures are ignored. Courts may be circumvented—or packed with loyalists.
In this case, states like California and Washington were cut out of the permitting process entirely, even though they have jurisdiction over key parts of their energy infrastructure. The executive branch consolidated control by pushing aside any dissenting voice.
🛑 4. Advance an agenda that couldn’t survive democratic process
Once opposition is silenced and process is bypassed, the true objective becomes clear: push through policies that would have failed under normal democratic scrutiny. These often benefit elite interests, entrench power, or weaken protections for vulnerable groups.
In Trump’s energy emergency, the real goal is deregulation and corporate payoff. The public never got a say, because the process was never meant to include them.

📞 Call your state and federal reps: demand they oppose the abuse of emergency declarations. Urge them to support legislation requiring congressional approval for extended executive orders.
